Jukka Sarrinen's 2nd Billing Asks if I'm a Scammer

Jukka Sarrinen is at it again this time billing my PayPal account with a surprise question asking "are you trying to scammer me?" It seems Jukka believes that canceling payment requests for services never ordered is some sort of scam or someone else ordered SEO services from him in my name. Either way Jukka needs to stop billing my PayPal account for 112 Euros that I do not owe him.
