"Internationalization in compliance with the rules" is the Immigration Bureau of Japan's official motto. The Immigration Bureau of Japan is responsible for keeping Japan Japanese through proper immigration control. This is accomplished by enforcing Japanese immigration laws that layout clear rules and regulations governing the presence and conduct of foreigners in Japan.

The website for the Immigration Bureau of Japan (linked to above) has a variety of resources including a library of immigration control policies and procedures as well as a telephone directory. The latter includes immigration information centers for helping foreign nationals conform with Japanese laws as well as regional bureau offices. The bureau offices are the ideal people to contact if you are looking to report illegal aliens in Japan.
